Abstract

This essay aims to critically reflect and discuss the normative instruments related to the creation, implementation and dismantling of policies to support the work of teams in primary care, with emphasis on the policy of the Family Health Support Center (Nasf), correlating with local setbacks that occurred in a team already consolidated in the hinterland of Rio Grande do Norte. Through the analysis of documents and reflections of the local context object of this study, it was observed that the management dissolved the Nasf team without specific guidance, harming the interprofessional work and the principles that validate the promotion of health and the prevention of diseases and aggravated, in detriment to a greater focus on assistance actions. In the national scenario, the panorama of dismantling resulting from the absence of federal financial inducement for Nasf is translated from the reduction of municipalities that have this strategic device and the total number of teams. It is concluded that the setbacks in Nasf policy changed the organizational structure imposed by management, abandoning the logic of matrix support and prioritizing uniprofessional, isolated and purely assistance work, suppressing all the potential of the teams and a construction of values, actions and transformations of the interprofessional work, matrix support and expanded clinic.

Graduated in Physiotherapy from Faculdades Integradas de Patos - Patos/PB; Professional Master's Degree in Education, Work and Innovation in Medicine by UFRN/EMCM - Caicó/RN; Multiprofessional Residency in Primary Care at UFRN/EMCM; specialization in Family Health at UFRN - Natal/RN; specialization in Physiotherapy in Adult Intensive Care by PUC/PR and in Neurofunctional Physiotherapy by Faculdade Maurício de Nassau - Campina Grande/PB, specialization in Adult Neurological Physiotherapy, and in Pediatric Physiotherapy by Faculdade Unyleya. He was an effective physiotherapist at the Rehabilitation Center in the municipality of Sousa-PB for 7 years and was an effective physiotherapist at the eNasf in the municipality of Jardim de Piranhas-RN for 6 years. He is currently an effective physiotherapist in the Neurological Emergency of the Metropolitan Hospital Dom José Maria Pires, Santa Rita - PB and at the Children and Adolescent Hospital of Campina Grande - PB. Its lines of research are in the areas of Collective Health, Primary Health Care, Maternal and Child Physiotherapy, Geriatrics, Neurofunctional and Pneumofunctional.

Ana Carine Arruda Rolim, Escola Multicampi de Ciências Médicas/UFRN

PhD in Collective Health from the Faculty of Medical Sciences of the State University of Campinas (FCM/Unicamp-SP, 2018). Master in Collective Health from the University of Fortaleza (UNIFOR-CE, 2013). Specialist in Management of Health Care Networks by the National School of Public Health of the Oswaldo Cruz Foundation (ENSP/Fiocruz-RJ, 2018). Bachelor of Nursing from UNIFOR (2011). She works in Higher Education, being an Adjunct Professor at the Multicampi School of Medical Sciences at the Federal University of Rio Grande do Norte (EMCM/UFRN). She is a Permanent Professor in the Academic Master's Degree in Collective Health at the Faculty of Health Sciences of Trairi (PPGSACOL/FACISA/UFRN) and in the Professional Master's Degree in Education, Work and Innovation in Medicine (PPGETIM/EMCM/UFRN). She is the leader of the Group for Studies and Research in Health Management, Care and Training (GEAFS-UFRN/CNPq) and collaborates with other Brazilian research groups. He has experience in the field of Collective Health, working mainly on the following topics: health care networks; health management and evaluation; primary health care; health surveillance; community-based education; maternal and child health; violence and discourse analysis.
