Health regionalization in Rio Grande do Sul: historical and organizational aspects

The article analyzes the legal and regulatory frameworks built by the State of Rio Grande do Sul (RS), based on federal legislation, as well as highlights the choices and paths traced in state management for the implementation of health regionalization, from 1935 to the year de 2020. A documentary and bibliographical research was carried out, using documents and regulations of the Unified Health System, available on public websites and in the internal files of the Secretary of Health of the State of Rio Grande do Sul. The first phase comprised the period of establishment of the Secretariat of Health, 1935, until the years 2000. The second phase began with the Directive Plan for the Regionalization of RS, in 2002, passing through the implementation of the Pact for Health, from 2006, and its consequences until 2009. And, the third phase, occurred from Ordination nº 4.279/2010 and Decree nº 7.508/2011, with the creation of a new territorial configuration for the Health Regions in the State, aiming at the implementation of the Health Care. It is concluded that in the State of RS, the regionalization of health followed the federal regulations, having configurations specific to the state bureaucracy.Downloads
