Abstract

This paper seeks to discuss the formation and evolution of the National Policy for Comprehensive Health Care for Persons Deprived of Liberty (PNAISP), whose intersectoral policy between the Ministry of Health and the Ministry of Justice must be analyzed in a transdisciplinary way. The right to full access to health services is also provided for in criminal law, especially since the 1980s in our country. But the very history referring to the institutional formation of prisons brings different difficulties in the provision of services by primary care as a gateway and inclusion of people deprived of liberty in care and care. Based on a bibliographical survey and on the databases of Goepresídios and CNES, the present work seeks to analyze the evolution and current stage of the formation of the policy of attention to people deprived of liberty. Due to the stereotypes theme that involves the population assisted by the teams, it is important that the theme is present in the training of professionals, since it intensifies the debates on humanized care..

Possui graduação em Ciências Jurídicas e Sociais pela Pontifícia Universidade Católica do Rio Grande do Sul (2008). É advogado, mestre em Ciências Criminais pela Pontifícia Universidade Católica do Rio Grande do Sul (2010) e mestre em Bioética e Direito pela Universitat de Barcelona, Espanha (2012). Professor do curso de Direito da Universidade Federal de Juiz de Fora (UFJF) e professor convidado do curso de especialização em Bioética (IB/PUCRS) e do curso de especialização em Genética Forense (PUCRS). É membro associado da Sociedade Brasileira de Bioética (SBB) e membro associado da diretoria da Sociedade Rio-Grandense de Bioética (SORBI). Tem experiência na área de Direito, com ênfase em Bioética, Saúde Coletiva, Direito Privado e Direito Penal, atuando principalmente nos seguintes temas: bioética, sistemas comparados em Saúde, direito penal (genético), perícia criminal forense, direitos de personalidade, doação de órgãos e doação de corpos, banco de dados genéticos (perfis genéticos) para fins de identificação criminal, genética forense, dados genéticos, identidade genética, biobancos.
